La revista pretende informar al análisis de políticas y opciones para lectores internacionales, incluyendo economistas y científicos sociales en el gobierno, negocios, agencias internacionales, universidades e instituciones de investigación para el desarrollo. La revisión proporciona la mejor y más reciente investigación en el campo del análisis cuantitativo de las políticas de desarrollo, con énfasis en la relevancia política y los aspectos operativos de la economía. Está destinado a lectores familiarizados con la teoría y el análisis económicos, pero no necesariamente competentes en técnicas matemáticas o econométricas avanzadas. Los artículos ilustran cómo la investigación profesional puede arrojar luz sobre las opciones de políticas, y el material proviene del trabajo realizado por personal y consultores del Banco Mundial y por investigadores externos.
